I find artwork that looks like an anime screenshot to be very appealing because things to me look very alive that way. However I really don't see many people make artwork like that much at all. Why?

Eh, I always find the style of anime they animate with kinda bland and uninteresting unless it's very well made or something, Videogame concept art and Manga have more life and appeal to them in general.

The overlay they put on anime is so ugly. It makes the otherwise nice linework look blurry.

You have to keep your work really clean but also not end up too boring, I think most people just go for a more illustration type of shading if they want to put in more work for a picture.

Not really. They have basic color palettes and the filter during post production makes it all difference. The exact value and filter settings to make anime as what it is is confidential and highly guarded secret.

It's not hard to achieve, it's just not very fun to draw this way all the time.

It is just thin constant width lineart and flats with one color cell shading. Throw in a painted background and some post processing and you got yourself the anime look.

While this is great for getting a consistent look in animation, there just isn't much room to experiment.
