But they don't actively notice how bad they are and try to improve until their mid to late teens or even adulthood. Conscious effort to improve is what counts here or else you just get "I've been drawing since I was a kid" which is then used to justify why someone thinks it's too late for them to start or that Neuroshit excuse.

Most artists who are any good can pinpoint the time when they started seriously thinking "I want to make a career out of this so better put on my big boy pants and start training hard"
But most of them had also been doodling on and off since they were kids, like most non-artists do as well. So it's pretty natural to make a distinction between these phases

It's not a dodge it's mostly them trying to come up with some kind of answer that isn't just "I've always drawn." That's the real answer for 99% of artists, but it doesn't make for an interesting response.

The average artist is really just the kid who kept drawing. Most people draw when they're children, then they stop for whatever reason.

The guy who stopped drawing and only picked it back up well into adulthood and then actually became good at it is in the minority. It happens, but it's nowhere near a common case.
