It's that style the a lot of the more current Little Golden Books are in. So I guess look up these illustrators.

Not really an answer, but if you look at the shapes and colors you can see that this was probably made in a vector program like inkscape or illustrator with a bezier tool. Note the lack of outlines. The image is primarily composed from distinct areas or layers with sharp edges filled with either a solid color or a simple gradient. Later the sharp borders were retouched with another tool to look more irregular.

It is exactly the same head construction, just with more nose and lip definition.
Both Bambi and Astroboy were constructed with the Preston Blair method and while both Disney and anime have evolved, deep down inside they're both still Preston Blair funny animals.

I think technically there is some level of tweening, but it's masked by finely handcrafting the animation. Moreover, I think it's a kind of vectorization like Flash or some form of 2D mesh triangulation with bones similar to Spine2D.
