If commenting on a larger artist's work sometimes with just a casual "sup nice pic bro keep up the good work" resulting in them dropping you a retweet then just stop right there, focus on getting better. I think that's the point where most people wonder what else they should be doing when the simple answer is that you're just not good enough yet. It shouldn't be that much of a struggle to get a few thousand followers with just a few interactions.
Don't be annoying to other people. Just do the virtual equivalent of standing around and they'll notice you if you're worth noticing.
