Is everyone else outgrowing anime art in general?

I don't know how to explain it clearly, but I feel like I am starting to realize western art, and media in general, is of higher quality when you're not cherrypicking shit.
95% of mangakas don't even draw their backgrounds, and a lot of them abuse the fuck out of 3d too. Not just weekly ones, but even some monthly ones too like the Gantz dude. A lot of those practices are big no no in good american and european comics. Can you imagine if Moebius, Mignola, Hugo Pratt, Druillet, Windsor-Smith, Sergio Toppi, etc. all had people drawing backgrounds and objects for them? It would just be fucking disappointing. Not to mention that for variety of art styles the west wins too easily, especialy French comics and the likes. 95% of modern anime and manga look the fucking same and even some "acclaimed" series have that exact generic style. it doesn't help that they're also copies of each other not only stylistically but also regarding tropes and plots.
The west experiments more, and does some of the most interesting things, you'd never have a Homestuck, Metabarons or Watchmen made in japan for example.
There simply isn't a mangaka that writes science fiction or fantasy stories as well as the best western writers either. Tolkien, Gene Wolfe, Frank Herbert, Arthur C. Clarke, Asimov, Jack Vance, Robert Jordan, Ursula Le Guin, George RR Martin, etc. there simply isn't a japanese fantasy manga or light novel writer on par with them. What is the japanese equivalent of epic scale series like ASOIAF and Wheel of Time?
Western RPGs are also superior to JRPGs too. How are those linear text adventure games with turn based combat RPGs?

Not to mention that the storytelling in most of them is also fucking awful and they're victim of the same tropes that plague anime and manga. Can you name one single japanese game as well written as planescape torment? I doubt it.
