People who draw for a living have all day to draw at their leisure, and traditional supplies are cheap and abundant in Japan because of the large community of traditional artists. Hell, importing art supplies from Japan is even cheaper than buying them locally in the US in many cases.

No matter what tool you use, you still have to do basically the same amount of work. No program is going to draw a panel for you, and shortcuts like pasting or photobashing backgrounds always end up looking cheap and worse than traditional anyway. What time you saved by pasting in a pre-made background or using a pre-made leaf texture is lost with trying to organize your folders, manage layers, convert filetypes, etc.
