I'll try my best to explain it. For myself at least - I believe it's a mindset that requires fundamental drawing knowledge. The way I draw, the way I see things - is purely "sculptural," as I'm always fleshing out my drawing and seeing forms and reforming them in three dimensions, so on and so forth. With traditional lineart if you don't ink (taking your drawing, "tracing" it over with an ink pen, etc) your reducing the work you've done and thus your drawing becomes worse in the end. Of course that's not the case for master ink artists (David Finch, Ethan Van Sciver, etc) that have practiced - but for beginners/intermediates that don't have experience inking, it's very difficult.

I think this "nulineart" method is more an extension of the original drawing. If I'm continually sculpting with a brush and building up my lines, not having to worry about making the perfect strokes and edit-undos - the process becomes much more rewarding. Pic related are some examples from cassetterecorder (left) and marmalademan (right). As for tools - I've seen them use basic hard round brushes, some might have minimal texture, maybe not. But it all takes figuring out through your own work.

To clarify: I think drawing and inking are separate mindsets (that both require skill) and we need to think more about how to approach each process individually. Now onto rendering.

The traditional equivalent is using a sable brush with diluted ink or watercolor. There's this meme going around that traditional comics and illustrations were inked in perfectly opaque black ink which is a complete falsehood.

No problem, I didn't mean it as a reply to your post. I work digitally almost exclusively but I personally find it helpful to have traditional methods as a reference point. This kind of (non opaque) inking made more sense to me when I started thinking of it as just diluted ink. Sounds stupid, but it works for me.

It confuses me why the rendering is so special. The image looks good because it's relatively well drawn. If you'd apply another appealing but Western rendering style it'd look just as good to me.

The rendering isn't actually all that "special," but what makes it special - is the composition, value, color, and anatomy, and knowledge of other topics such as fashion, visual appeal, etc. Rendering is essentially the last 10% of an image (the icing on the cake), but when it looks really good we end up thinking it's the whole of the image and can get lost in it. In OP's image we know it's not the rendering, we should know in our heads that we're lost in the focal point (in this case, Swimwuit Lancer's ass).

Here i did a nude edit. For the nipple color i just did a middle saturated red/purple overlay layer then blended the edges a bit then merged it to the main layer and blended a bit more, then turned opacity down a bit till i was happy with it.

theres plenty of ways to obtain the same result. The easiest to control would be just laying down texture on a new layer, then deleting parts of it with a soft brush. its not that hard. its the other subtle rendering that sells it, never the highlight.

The SSS is right on the edge of a shadow where the sunlight would be penetrating the skin causing it to glow reddish orange. You can see it the most on the edge of the cast shadow on the upper chest. I didn't add it so much to the boobs because there's a more broad value change, but some artists add it everywhere even where it shouldn't be.
