I am saying Anime uses it, cartoons don't, in fact you can make cartoons out of scribbles cartoons are completely flat, the only Illusion of depth in cartoons is size and visual hierarchy. (usually the backgrounds are muted or have no lines or are on a completely different style) If you are going to draw using perspective and volume you will use construction, you will use vanishing points and stuff like that, most anime artists internalize it from drawing it too much but is still there, Anime is simplified, stylized realism which follows the same rules as our own 3d space.
This is why Anime and cartoons are NOT the same thing no matter what rice eaters say they are just being "polite"
