The Joker was getting ripped off by rival publishers before he'd even appeared in two comics, and was getting mentions in newspapers, books (Even a high school year book from 1943) and magazines even in the 40s, before Batman had any cultural presence outside of comics besides a serial and a short-lived and low circulation newspaper strip.
Given that Superman was way more popular, and Captain Marvel even more so, but Luthor and Sivana (Who made literal hundreds of appearances in the 40s) got nowhere near as many mentions (And Luthor actually beat Joker to the screen), I don't think this can just be considered a coincidence.
