Basically set it up like they're a bunch of mooks who have been webbed up by Spidey for a few years now and are trying to get revenge, leading up to the finale where he actually appears and is like "i don't even know who you guys are" and one shots them.
All they have to do is make them likeable and funny and that's 90% of the selling point of the movie there. End with a stinger of Boomerang moving in with Peter as his roommate.
