Merlin. Barrowman just didn't have the charisma or hammy delivery every other major villain had, which made his constant reappearances an eyesore. Made all the worse by the fact an embargo was placed on the best villain the show ever had debuted.

Both were well handled at first. Both were eventually botched. I stopped watching Flash in season 3, Arrow in season 5, so I guess I vote for Reverse-Flash as worse handled.

He was hype in season 1 and his blonde reappearance in season 2 was okay, and I liked his (small) role in Flashpoint, but I can't recall him ever actually doing anything besides killing Nora. Malcolm destroyed half the glades.
