9 was more of a transitional year since Oakley and Weinstein, Mirkin and Al Jean also were showrunners that season. O&W definitely were done with it seeing how Principal and the Pauper was their last episode.
10 was mostly just slapping jokes on top of other jokes and weird settings. Still a mostly funny season. Homer Simpson in Kidney Trouble gets tons of hate but made me laugh the hardest in those years. Scully also was the most hands-off on rewrites and it showed. It seemed like he was more fascinated with pitches and ideas than quality writing. 11 was the falloff point and 12 was the point of no return.
