>TMNT and Splinter>Bebop and Rocksteady>Slash>Leatherhead>Mutagen Man>Tokkar and Rahzar (who I’d play up as scared babies that don’t know any better, so they lash out, and are physically the strongest mutants)>>130218289I actually always liked him as a villain in the 80s show, but I’d say have him take up Old Hobs’ spot as Mutant Activist. He’s not inherently a villain or an ally, he just works for the preservation of mutations, no matter the type. Ultimately he takes in Tokkar and Rahzar and raises them to be his enforcers.
