People really wanted differing dynamics between her and each of the heroes and while Chloe shouldn't just be nice, she should at least be more willing to actually help.
And yes, there's really no rule saying that Chloe had to become a hero again. However, if she's going to remain an antagonist, could the show and the writers, at the very least, not dehumanize her more than the literal adult tormenting children throughout all of Paris just so he could get his hands on some jewelry? Just saying, it's rather gross that they're dumping sympathy points on Gabriel while giving almost none to Chloe.
