Netflix had streaming rights to Brickleberry for a while. During that time, the show did like, appallingly well in terms of popularity compared to what it had been on Comedy Central.
So, Netflix wanted to purchase the rights to the IP outright from Fox (Brickleberry did air on Comedy Central but was produced under Fox21 studios) so they could revive it for a 4th season, but to do that would have been too costly for them, so instead they asked Roger and Waco if they could pitch them a new show instead.
Since Netflix really did just want Brickleberry in the first place, they gave it to 'em by unapologetically reskinning those park rangers as cops. They still wanna revisit Brickleberry too, which is why they did a crossover episode in Paradise PD's second season and even have a joke in the episode that follows it where this exchange takes place.
