For /tv/ there’s House of Cards (before Kevin Spacey had to leave for the final season due to real-life events).
For /co/ you could look at the original 2017 Villainous shorts which had Black Hat as a protagonist, since the new episodes don’t have him as a protagonist anymore.
There’s also maybe Dan from Dan Vs. (but he’s more like a kid-friendly version of Trevor from GTA V).
Also (while not shows) /v/ has games such as Overlord and the Evil Genius series where you can play as a remorseless villain.
Traditional games like DnD could also allow freedom to play as a merciless supervillain depending on how it’s structured.
Also, pardon my autism, but if you like this trope of remorseless villains (like I do), you could check out the “Complete Monster” trope on TVtropes or the “Pure Evil Wiki” for more examples of this type of villain. Not all of them are examples of protagonists though.
