Was there ever a reason why they made Canadians look like this in South Park?

I am pretty sure originally the only flappy headed characters were Ike, who was a baby so it was easier to animate his tiny head with a flappy mouth instead of try and fit a regular mouth on him when they made the pilot out of paper, and Terrance and Phillip. Terrance and Phillip were made in response to criticism that South Park was nothing more than "Fart jokes and bad animation", with Terrance and Phillip being an example of what a show that was just those two things would really be like. This implies that originally Terrance and Phillip were supposed to be an animated series in the shows canon, but this was changed and they were just made into Canadians. I believe this also lead to Ike being made into Kyle's adopted Canadian brother as well. I don't actually recall if he was ever described as adopted in the pilot or not, the original intent could have been that they were related despite the flappy head.

I was playing Super Paper Mario and there are a bunch of characters that look like this and in my head I read all of their dialog like a South Park canadian.

In fact, you can see an African baby with Ike's design in Starvin Marvin. That's another piece of evidence that early in the series, the babies look that way because they're babies and not Canadians.

Then they made them Canadian for the 'Not Without My Anus' special, deciding all Canadians will look like that. And Ike was retconned to be Canadian.

I remember in one of the commentaries Matt and Trey said they made Ike Canadian because he looked like Terrence and Phillip.

There was an interview with Trey a while back where he made fun of how canadians talked...in this fast paced and monotonous manner.
T&P were originally a cartoon within a cartoon, but I think the lightbulb went off in the creators heads when they realized the animation style matched canadian speech patterns.
