Starlord was always the man with the plan in the comics but he was also much more experience then. For the movie they balanced out the team dynamic by making Rocket the plan guy so they made Quill an improvise-as-he-goes Han Solo type, which worked for him.
Since then though he's been flanderized to be dumber and dumber and have fed him a steady diet of Ls ever since Gaurdians2, with Infinity War and Endgame really going out of there way to rob him of any redeeming qualities or nice things in his life, with literally every scene he's in being people ignoring or demeaning him, and that doesn't look like it will slow down with Gaurdians3.
They set him up to be a goofy but capable underdog but he's just devolved into the MCUs punching bag.
