She picks on simba because she likes him and she plays rough. And wouldnt go as far as offing him. Just give a seen where one of the other hyenas looks like they are about to go to far and she stops it.
Then maybe you cut to young simba injured by that and shenzi leaving him some water/food etc and leaving to show she cares. Then maybe show a bit of a heaolthy rivalry between the two, the other hyenas comment about why she indulges the upstart prince.
Cut to the future and Shenzi actually has a more interesting situation then Nala, shes loyal to scare, but sees how bad hes doing as king. SHe goes out searching for her old rival because scar's alibi sounded sketchy. Also gives her an excuse to be out and about since no one would expect a hyena to be searching for the kings heirs.
The rest plays as Nala, but with more yandere and a more climactic confrontation with scar at the end. mixing some romeo and juliet in with the hamlet. Maybe even focusing more on bolstering their forces while keeping their relationship a secrete. Then drama with Nala. who wants to join in but is obviously a rival for shenzi.
