He has however been good. DeMatteis, Ostrander, Mark Verheiden, Cooke, the guy in prison and the JLU animated team wrote him well. Problem has always been that he's a legit ALIEN and it's hard for writers to explore that beyond a team book. Also as often stated he's insanely powerful so it's hard to write him AND Superman side by side and not curb stomp adversaries.
As much as I'm a fan of his comic power set? I think JLU nerfed him correctly by focusing on his telepathy and shape changing powers.
