the Walt Disney Company had full regulatory control over Disney World as well as government services such as fire protection, emergency services, water, utilities, sewage and infrastructure. That cost a pretty penny. Before Disney was taxing itself to do that. They get tax revenue from the parks and surrounding areas that they don't have to put into providing emergency services or utilities. Removing the deal would mean no new tax revenue but tons of new expenses and a taking on of 2 billion in debt.

tl;dr the bill has to be approved by Disney to pass and no one actually wants it to pass because 2 billion is a lot of debt

It is extremely clear and cannot be bypassed by reference
