Plans evidently changed, and they ended up using him in a defensive role, shielding people with his invulnerability, but refusing to throw punches. The original plan was also to continue to address his instability during Bendis' Avengers, and play up his feelings for Wanda as more of an unhealthy, stalker-like obsession rather than pushing them as a couple. It all sounded a lot more interesting than what we got. But other writers seem to like him as the pacifist superhero, it's a trait that's stuck with him for almost ten years now, through various writers.
