It's why Carl ended up liking Jimmy's Mom, Sheen got wit Libby and Jimmy ended up with Cindy. If anything, that part with the body swap was just a throw away gag towards hinting about the two getting together but it was clear they were shipping the two as earlier as the Carl's Dream episode where Jimmy kissed Cindy and she actually "felt" that through Carl's dream and came over to Jimmy's house just to slap him for doing that.
Basically the canon point where they started getting together was first thanks to the potion making Jimmy get interested in Cindy, but it wasn't until the Stranded episode where he and Cindy got lost on a deserted island is where they officially started liking each other directly.
