Zim is a violent madman who’s so good at causing destruction, that the two leaders of the most powerful empire in the galaxy would rather send him far far away and hope he doesn’t come back then try get rid of him upfront.
Zim may have all the tact of clown at a funeral, and as much skill in subterfuge and sabotage as a man with Lou Gehrig’s Disease has in bomb defusal, but to say that Zim isn’t formidable just because he’s a bad invader is a dumb as thinking that an atom bomb isn’t dangerous just because it can’t hold a gun and shoot you.
