no i think it's the opposite, or at least it's become the opposite. America devolved into a country of rich kids going to school for "art" where they learned nothing but modern/post-modern art, i.e. nothing.
meanwhile, when japanese kids want to do anything, their parents usher them into hardcore classes that indoctrinate every principle in that field, e.g. anatomy and draftsmanship in illustration. these skills translate directly to manga, but especially to animation.
that's why you can tell when a jap drew a piece of fan art, even when it's a western design, because even their abstraction is based on a deep understanding of dimensionality and fundamentals.
it might be turning around though, at least a little bit. western people have been getting more disillusioned with the con artistry of the post-modern movements, and that gives me hope that we can get more good western 2D again. i mean fuck we already had Klaus, so i hope that means there's more to come.
