They showed interest in each other in Sleepover, they went on a date in Naysaya, they kissed in Bon Bon but they're not referred to as boyfriend and girlfriend until Just Friends.

No, because even though TomStar is causing less emotional distress for Marco than Jarco did for Star, its affect on Marco (and the viewer) is still the most important aspect of the relationship.
Hooking up with Tom hasn't had much impact on Star's character at all. It didn't represent big change or growth like Jarco apparently did for Marco, it's more just an echo of all of the progress Star's made. She didn't change to make it happen, it just came about by her (and Tom) being a little more mature, giving him another chance just like she did almost a year before. And now that they're together Tom isn't really contributing anything to her character, nothing that wouldn't have happened without him. He's not her confidant or emotional support, Marco is. He's helped inspire her to be a better princess and change Mewni for the better, but she was already on about that even before they made up, and Eclipsa doing at least as much to help that along. The push for monster equality was triggered by seeing him face discrimination, but that was going to happen sooner than later anyway.
Star is marching full-speed ahead with or without Tom, and he's only just starting to realize it.
