No, the problem is constant alienation from TV executives. Look at CN; the past decade consisted of constant hiatus', cancellation of good shows, constant spamming of bad shows, no attempt at diversity in cartoons, the entire CN live fiasco, etc.
Nick had similar problems taken to an even worse extreme earlier on, and have since tried to go back on it. But by them it was already too late and their audience was badly burned.
Meanwhile Disney just tried to destroy cartoons altogether, locking the majority of their shows behind a pay wall while the main channel consisted of nothing but sitcoms, and really bad sitcoms at that.
Kids are simply sick of being abused like this, that's the problem. The decline wouldn't nearly be this dramatic if network executives had even a modicum of common sense.
