So Stephen will basically have to convince Homeworld to not want to destroy earth and not want Rose/Stephen shattered. The simplest way to do this storywise seems to convince the Diamonds, since organizing a rebellion would eat up too much screentime that Sugar would rather give to the townies.
Blue Diamond can probably be convinced if it turns out Rose was innocent or that Pink was evil or something. But Yellow Diamond has an obvious vendetta against Earth, so it'll be harder to convince her assuming she isn't the one who killed Pink.
