I can assure you that Toriyama didn't purposely made Piccolo act black(basing on stereotypes of course, the only way to say someone acts as a certain group of people), just as eventhough Kojima likes yaoi that just the way she likes to draw men, she didn't design Alucard to look bisexual>2.
