In the DMC3 manga Vergil explains to Arkham that there is a difference between demons without bodies and those with physical forms. The ever occurring waves of enemies in the games are the same demons manifesting over and over without true bodies. Without true bodies they return to dust and reform from dust.
This is complicated but there are some rules set already, I don't have all the materials though. I might be able to tease out something that makes more sense. I have barely touched anything related to DMC4,
