There needs to be another 1st egg drop at floor 99, otherwise you'll go over 14 drops testing the last five floors.
Although the worst case in that solution is 14 (with floor 99 included), and that is optimal, by other criteria that solution is perhaps not the best.
The number of worst cases is 22 (i.e. when the last safe floor is directly below a first egg drop, or is the floor directly below that), and the average number of drops needed is 10.36.
If instead you dropped first on [13,26,38,49,59,68,76,83,89,94,98], the average drops to 10.35, and you drop to 21 actual worst cases. You get away with doing two 13 floor gaps, so the worst case 14 drops start after testing floor 26.
[12,24,36,47,57,66,74,81,87,92,96,99] lowers the average to 10.34, but still has 21 worst cases. This time three 12 floor gaps, so worst case 14 drops start after floor 36, but then you gain a worst case back at the top because there's an extra 1st egg drop.
I don't know if this is optimal, though, while staying within 14 drops as worst case.
