In hindsight, if you would find yourself back in 1990, with a few Billion dollars/Euros to allocate to fusion research for the next two decades, how would you proceed?
I'd say spread it out. Allocate 400 x 2.5 million for investigative stuff.
Allocate 100 x 10 million for projects that show at least some promise after the first phase.
Allocate 25 x 40 million to do further research into the most promising projects.
Total cost so far 3 Billion, worst case is you lost 3 Billion, best case is you have 25 really promising methods to get fusion to work.
Now you can start spending big money, on the most promising of the remaining 25.
