On a quantum scale, if you believe in the Copenhagen Interpretation, it's probabilistic. Still just as bad if you wanted control. Also, quantum effects cannot affect the brain, so you're still on a determined path. Plus, if Bohmian Mechanics is true, Quantum Mechanics is still deterministic.

The word "belief" is used to mean many things -- in the sense that "I believe this theory is true," it is an anti-science statement, as that belief gets in the way of evaluating best evidence and attempting to go where the evidence leads.

No, what you're talking about are called "assertions" in any formal literature. Additionally, we can make claims that aren't about the world, meaning we can discuss hypotheses without believing them. If you can't grasp the immateriality of hypotheticality, I'm not sure there's anything else worth saying to you.
