You need fats and carbohydrates. The ratio is not fixed.

Fats are stored in fat tissue, while carbohydrates are stored as glycogen. Getting low in either fat tissue OR glycogen will make you hungry.

Thus, if you are a bodybuilder, with ridiculously low fat percentage, a high fat meal will be the most effective in keeping you full.

However, if you are obese, you need to replenish your glycogen (carbohydrate) reserves with as little fat as possible. Your fat reserves are already excessive, which means that fats contribute nothing to how full you feel - getting 400kCal in carbs + 800kCal in fats is EXACTLY as filling (for you as an obese person) as eating only 400kCal carbs, with no fats.

Be wary that many "carb" foods like chips and other snacks are actually drenched in fat. Always check the labels and avoid those.
