By comparison Oakland's non-aptly named Stop Shooting program does work, because it has nothing to do with guns but everything to do with finding stable housing and employment for gang members and other people listed as problems by the OPD. However this only dovetails into a housing problem, which is not a problem most of society wants to address because homeowners benefit from unafforable housing (since they are all landlords). This is exactly where mental healthcare intersects with tax policy, homeowners in CA pay artificially low taxes due to Prop 13 yet expect homeless people to be wiped up somehow by a state that simply does not have enough money to afford it. This eventually translates into school shootings, because when their own spawn is treated like shit to get into a top college because it's the only way they could afford housing as adults it just causes more pain and hurt as teens are forced into an ultra competitive environment before they turn 18.
By the way, this problem will get much worse due to the student debt crisis. When an entire generation defaults and tanks their parents' deposits with their own futures, there's going to be blood because suddenly a lot of 30 and 40 year olds won't have any future due to a permanently low credit score. This is the exact sort of situation that leads to violence in general, especially retribution attacks against their former schools.
