The Soviets were behind in genetics and cybernetics because they thought it was bourgeois pseudoscience. They were against genetics due to the implication that not everyone is equal. I'm not sure what they had against computers, but in the end it created their own downfall because the only way a command economy might have feasibly survived would be through computer control.
In general, almost all Soviet consumer products were direct copies of Western technology. Cars, record players, cameras, you name it. Either licensed products (like their Fiat clones) or reverse engineered copies of existing products.
The only thing the Soviets really cared about was building weapons but even their nuclear programme was largely based off of intel stolen from the Americans.
Additionally, the Soviets created a real ecological disaster in their country from their blatant disregard for the consequences of pollution. They literally dumped radioactive waste into a lake and poisoned hundreds of thousands of people.
Believe me, as someone with relatives who were raised in the USSR, it was not a high tech paradise with the best education on Earth as the propaganda would have you believe. It was a backward shithole on the level of North Korea.
