Them fucking up the investments, over-automatising production and screwing it up does not change the fact that in 2017 the statement was grounded in reality. So that is not a case of stock manipulation despite them severely underdelievering on their forecast.
This however is different. Elon is putting out a bullshit number he somehow spinned himself based on the goal for weekly production in Q4 19 and Q2 20 for ALL models. He took that, said it's what they are going to produce in 2019 just in Model 3s. This is obviously a very false statement and Elon knows this, or has to know this as the CEO of the company.
Now Tesla is also in a situation where it is heavily indebted. If you take a closer look at the debt structure, you will see that a lot of creditors have the option for early cash-out if Tesla stock falls under certain prices. E.g. Elon has a very clear motive to try and manipulate the stock into increasing the price.
So all in all, this does not look very good for Elon.
