Motion blur.
This is caused by a high exposure time.

Stroboscopic effect.
You will see this if your light source is flickering (tv screens and fluorescent lights flicker).

For on a camera it's just motion blur from the compensation for lack of frames. For naked eye it's our brains compensating for movement. I'm no expert but our eyes can only see so much at a time and our brains have an amazing way of allowing us to keep full vision. Essentially your brain takes "frames" then puts them together real time so you're able to get a full picture. We don't see frames per second like on a screen but that's kinda what it does.
