Put short: humans subconsciously associate children-like features with something cute. This is portrayed in the mainstream cultures pretty well, for example chibi, hellokitty, kakaotalk emoticons, etcetc.
Asian features usually include: bigger head than the body (due to lower average height), limbs bigger than the body (due to lower average height and being lean), moonface (makes faces look more child-like), round head shape (makes head look child-like).
