Is it a viable option for the development for civilization to genetically engineer a perfect monarch, make him infertile and just replace him with a clone or an improve version once he dies?
Is democracy still the better alternative against that?
Finally, if this plan works, would that justify the conquest of the rest of the planet in order to unify the human race?
