I don't think animation got any worse. In fact I'd say that animation has never been that good, when you look at some scenes in stuff like One Punch Man, BnHA, Space Dandy,... I can't think of any TV format 80-90s stuff that could top this, animation-wise:

But I think you raise a valid point with composition. It could be muh nostalgia speaking, but I can't think of many "iconic" shots in recent memory, while there's a bunch of older shows that had memorable stills, such as picrel.
If we put aside that particular charm cel-shading has that can't quite be replicated with today's digital methods, I think that the big difference comes from the fact that 80-90s anime wasn't actually as animated as it is today. That meant the directors thought harder about how to make shots prettier to look at, because back then everything was stiller and lingered for longer than today, so they put more effort into crafting single frames you'd take longer to take in.
