Mid Tier: Copying something like a photo as good as possible is considered as "artistic" in the general public. That requires some skill of course, but there are many methods like the grid method to keep the proportions correct or posterize & b/w filters to get the right values and many more (cheats) to make life easier.
High Tier: Creating good art from imagination and commissions. (pure skill)
It depends on who you're target (customers) are. Tier 2 is the most lucrative because it's target is the general public, which is the biggest.
If you wanna make money you have to learn some basics of economics and marketing. Especially web shops, digital products, social media and stuff.
How you present yourself to others is half the job.
There are some videos on youtube from some artists who make money like that. Just search for "Making money with art".
Tier 3 customers are from the art community or businesses. Freelance or permanent position.
I personally don't care cuz art is a hobby for me.
If I did care I'd have made myself a patreon and would constantly do fan-art and post a lot of stuff on instagram to make money. Even reposting older works just to keep it alive.
