Samsung Tab devices are good cheap alternatives to the other big digital sketchbooks like an ipad or a surface pro, but it's really lacking good art programs. The best, most fleshed out program (and really only choice in my opinion) being Medibang Paint, though it's not perfect.
I suggest downloading it on PC and testing it with your current setup, and if you like it or think you can make it work then maybe move forward with a Tab S4.
Otherwise you're pretty much stuck between an iPad or a Surface Pro device as far as solid digital sketchbooks/mobile tablets that don't require you to be tethered to a PC go.
iPad is definitely more comfortable but has a poor OS/file system, lack of customization and fewer app choices. The best apps being clip studio (subscription based) and procreate, with full Photoshop on the way.
Surface has superior app choices and programs that allow you to create custom on screen hotkeys. It gets a little warm easily though which is kinda uncomfortable, and i'm not really a fan of the pen.
I actually have all three because i'm a fucking hoarder who can't make up his mind on what to main as a tablet. I find myself using the iPad the most. I'd probably recommend that over anything. The OS/File system can be overcome by downloading an app like Documents by Readdle.
