When Batman and Catwoman started walking around in the streets, Ivy would want to follow them and listen. Really, she could have used any civilian to follow them at walking speed.
Utilizing Superman however, adds a sense of intimidation. He can follow them anywhere, cannot be hidden from, harmed or slowed down (barring that retarded whistle moment) and can listen from a distance. Having Superman slowly floating after you everywhere is creepy.
As soon as Batman left the mansion, Ivy would have flown Superman over from Metropolis to Gotham, which would have taken moments. They walked around for a bit into a resteraunt, ate some burgers and then pulled the whistle shit. Then they were attacked by the Flashes. From the moment Ivy took over, to the moment in OP, maybe a few hours had passed, tops.
There’s no reason to assume Superman woke up that day anywhere but Metropolis. There’s no reason to assume Flash woke up anywhere but Central City.
We can assume that Superman was used by Ivy for the intimidation factor and that she moved him there in moments.
The only reason the Wallies were there was because she was pissed at them for knocking out Superman. There is no reason to assume they were anywhere but Central City prior to the whistle.
Even if we play it your way and assume that they were running to Gotham from the moment Ivy took over to the moment Catwoman KOed them, that’s only a few hours. It’s a long time from a Flash’s perspective, but it’s still a fucking short amount of time to traverse between two cities. If they were running for hours (no reason to assume that, really), that’s STILL too fast for Catwoman to hit.
