Dandy, Meow, QT, Scarlet, Honey, the villains chasing Dandy, Boobies, and the Aloha Oe are all just the basic setup for literally any sort of sci-fi plot that could be dreamed up. Watanabe brought in tons of people to work on just one episode of Dandy, which lead to wild differences in direction, artstyle, tone, music, plot coherence, etc. It's not like Watanabe's other work like Bebop, Champloo, and Michiko & Hatchin where there's a plotline followed despite the episodic nature; every episode of Dandy is standalone barring the very end of the 2nd to last episode being a segway into the finale.
The quality and tone varied wildly, yes, but I think a lot of the charm is how completely different so many of the takes on the basic setting characters were. It was experimental to an extreme degree while anchoring itself on a handful of likable characters. I think looked at from that lens, the series was incredibly successful.
Granted, I have a slight bias because Scarlet is one of the best girls in all of anime and Season 2 goes out of its way to establish that both her and Honey are wrestling fans.
