The only two that seem to know that Steven isn't Rose is Peridot and Lapis who don't really seem to care about Rose Quartz.
Also, if Lapis wasn't freed, Peridot wouldn't have come, done a side switch and would eventually save everyone from The Cluster which was going to awaken no matter what.
