It may have been the rat spies in the air vents, of course. But then Glossaryck seemed to anticipate Ludo and the rats, too.
But nevertheless, I really do think Janna's distasteful tendencies will turn out to be indicative of her character. Star's antics of being an irresponsible, selfish slacker on the eternal hunt for fun went from being adorably quirky and protected by MC plot armor of no-negative-consequences into becoming real flaws causing problems in-universe and actually biting her in the ass.
I think similarly Janna's behaviour that's actually really alarming, but has so far been handwaved away for comedy (just like Star's destructive "whoops" antics) might turn out to be addressed as truly problematic, or indicative of a ruthless nature.
Like all these subtle, consistent hints showing that she draws enjoyment and amusement from the distress, humiliation and pain of others.
I'd say that she's not truly neutral, but rather appears to be neutral for now, because she hasn't had a reason to turn on Star, and the bad shit she pulls is presented as comedic.
It's a good narrative position, because she could go any way. Stay as a background character, or be amped up into a semi-antagonist, depending on how they want the plot to go.
