1) milo isn't dead.
2) his family isn't dead
3) the city still exists
4) he's allowed to go to public school
5) people still like him enough to go to his birthday party
...this suggests an outside force keeping people safe. It could be that there is a yin/yang nature to his bad luck. It could be some outside sentience (not counting the writers) keeping every one alive.
But, Milo's uncanny preparation for various events would suggest an active hand in protecting himself and the people around him. Despite the obvious danger every one is in, Milo has little emotional currency wrapped up in other peoples physical safety. It's like he is sure that in the end all will be well.
You might think that he can see the future but its clear that he is often surprised and enjoys their quirky nature. This suggests experiences the day to day in real time.
I suggest that what we see in each episode is the final successful run through of a series of failed days lived by Milo to keep every one safe from harm. Some days are relatively uneventful and he can enjoy the weirdness of his existence. Others are very difficult requiring many run throughs, memorizing an exact sequence of events needed to keep some one from getting killed.
