Getting penetrated is different than penetrating, the way society regards sex for guys and girls is completely different (becoming a man and being a stud vs being 'defiled' and being a slut) the male emotional state is different than the female emotional state, male libido is different from female libido, the physical and social consequences of sex are different for males and females, etc. They're completely different, you can't always just switch genders and have the situations be the exact same thing morally.
Not to say /ss/ should be legal but it should probably be treated more leniently in many cases than the reverse.
