I think it'll be the proposals. Eugene loves Rapunzel and wants to spend the rest of his life with her. He understands and respects that it's a frightening prospect for her, and he's patient with her. He knows that she isn't refusing because she doesn't love him.
But maybe he doesn't. Maybe he thinks this is too good to be true, too good to last, and he wants to lock it down before it gets away from him. Maybe he believes he doesn't deserve to be her lover. He's just a two-bit crook with delusions of sophistication, an orphan who's only roots are a legacy of misery and death, a loser who got lucky. Maybe he thinks she humoring him, loving him out of a sense of gratitude and guilt. He isn't her lover, he's her debt, her burden, her prison. Just another cage.
Rapunzel won't notice the doubt eating him alive, won't see the hurt in his eyes when she kisses him, until it's too late.
